Azerbaijan Adoption Program

Azerbaijan is temporarily closed to new applicants due to a change in adoption law which will ultimately implement the Hague Convention on Intercountry Adoption. Due to the uncertainty as to the time when adoptions will resume in Azerbaijan, we do not recommend initiating an adoption from that country at this time. Azerbaijan is a former Republic of the Soviet Union and is on the western coast of the Caspian Sea. It shares borders with Russia and Soviet Georgia to its north and Iran to its south. The capital of Azerbaijan is Baku and most of the orphanages will be located in or around this capital city. Because Azerbaijan was once part of the Soviet Republic, the feeling in the capital is Russian rather than Middle Eastern.

Azerbaijan formally opened for international adoption in 2000, then closed in 2004 and reopened only in late 2005. The Azerbaijan officials are very committed to international adoptions and the welfare of their children. However, there is much negative publicity largely from the Russian press, and new cases are moving tentatively against the obstacle of public opinion. The most inviting difference between Azerbaijan and many of the Eastern Europe programs is the relatively short length of stay in the country to complete the adoption.

Once your dossier is submitted, a search for your child will begin. Families may select the gender of the child they wish to adopt. Boys and girls of all ages are available. Married couples and single women are eligible to adopt from Azerbaijan. There are no strict age requirements. Families with children already in the home may also adopt.

The time between submission of the dossier and the referral depends on many factors. For waiting children, referrals are made within 3 months after the submission of the dossier. However, for families seeking an infant, the wait for a referral could be a year. Referrals from Azerbaijan will include at least one photograph and a medical report on the child. As always, we recommend that prospective adoptive parents consult with a medical doctor who specializes in working with children adopted from a foreign country.

After you accept the referral, your case moves to the court and you will receive an invitation to travel to the capital city of Baku, Azerbaijan to meet your child. We work with an attorney who has many years of experience in adoption. He handles all of the legal aspects of the adoption. Coordinators and translators are available to the adoptive families throughout their stay in Azerbaijan.
